Candidates can refuse or return contributions for a variety of reasons. Contributions may be refunded, for instance, in the event that the candidate does not want to be affiliated with a contributor, a contribution exceeds legal limits, or the candidate withdraws from a race.
Jon Hoadley for Congress has refunded $400 total since the beginning of the year.
