December Project Status Report

PROJECT STATUS REPORT

James S Miner Launch Project

Work scope includes constructing a kayak launch, landing area, and stairway. The project location is along the east bank of the Shiawassee River, about 60’ north of the Heritage Footbridge.  Project is complete and close out procedures are underway.

2022 Street Program – Contract 1 (Maple Avenue)

Scope of work includes street reconstruction along Maple Avenue from Corunna to north end.  Project is complete and closed out.

2022 Center Street Water Main Replacement Project

Work scope includes water main replacement and water service line replacement along Center Street from W King to W North.  Project is complete.  Project is complete and close out procedures are underway.

2022-2024 Water Service Line Replacement Project

Work scope includes noncompliant water service lines replacements at 600 locations within the City of Owosso over a 3 year time period.  Roughly 200 replacements are planned for 2022.  About 75% of the water service line replacements targeted for 2022 have been completed.  Water service line replacements will continue into December, weather permitting.

Drinking Water Asset Management (DWAM) Grant

Work scope includes investigating 364 water service lines through the city, updating distribution system material inventory, and updating the water asset management plan.  Project is under design phase by OHM Advisors.  Water service line material investigation inside the building at the water meter has been completed at roughly 290 locations.  Potholing at curb stops by contractor to follow in Spring 2023.  The project is funded by a grant from the State of Michigan.

2022 Chip Seal Project

The following streets are scheduled to be chip sealed in 2022:

1.     Beech from south end to Jackson

2.     Bluestem from south end to Jackson

3.     Holly from south end to Jackson

4.     Jackson from south end to north end

5.     Juniper from south end to Jackson

6.     Moore from Gould to Jackson

7.     North from Gould to Mallard Circle

8.     Avon from Krust to Huntington

9.     Gellatly from Dewey to Dewey

Project is complete and close out procedures are underway.

2022 Sidewalk Replacement Program

Work area includes the streets bounded by N Oak, E Oliver, N Gould, and E Main St along with outside area repairs.  Project is complete and close out procedures are underway.

2022 Street Patch Program

Work scope includes patches on various streets within the city of Owosso needed for water main breaks, sewer repairs, etc.  Project is complete and close out procedures are underway.

2023 Projects

Projects planned for street and water main construction:

1.     North Street from Shiawassee St (M-52) to Hickory St:  Work scope includes pavement rehabilitation with select curb and gutter replacement, ADA sidewalk ramps, select sidewalk repair, select storm sewer replacement, and permanent pavement markings and signing; water main replacement and water service line replacements.  The street portion of the project is being funded by a MDOT Small Urban grant with the water main portion of the project being funded by an EGLE Drinking Water Revolving Loan.  Project is planned for a January 6, 2023 bid letting.

2.     Lee Street from Clark Street to Ada Street: Work scope includes pavement rehabilitation with select curb and gutter replacement, ADA sidewalk ramps, sidewalk replacement, and select storm sewer replacement; water main replacement and water service line replacements.  Project was initiated by citizen petition.  The water main portion of the project is being funded by an EGLE Drinking Water Revolving Loan.  Project is advertised for bids with a January 6, 2023 bid letting.  Special assessment proceedings to follow.

Projects planned for street construction:

1.     Center Street from King to North.  Work scope includes crush and shape with asphalt pavement construction (south end) and asphalt pavement rehabilitation and select curb and gutter replacement (north end).  Project is advertised for bids with a December 13, 2022 letting.  Special assessment proceedings to follow.

Projects planned for water main construction:

1.     Clyde Street from Walnut to Shiawassee: Work scope includes water main replacement.  The project is being funded by an EGLE Drinking Water Revolving Loan.  Project is advertised for bids with a January 6, 2023 bid letting.

2.     Huron Street from Huggins to east end: Work scope includes water main replacement.  The project is being funded by an EGLE Drinking Water Revolving Loan.  Project is advertised for bids with a January 6, 2023 bid letting.

3.     Lynn St from Howell to west end: Work scope includes water main replacement.  The project is being funded by an EGLE Drinking Water Revolving Loan.  Project is advertised for bids with a January 6, 2023 bid letting.

4.     Milwaukee Street from S Lyon to S Cedar: Work scope includes water main replacement. Project under design phase.  The project is being funded by an EGLE Drinking Water Revolving Loan.  Project is advertised for bids with a January 6, 2023 bid letting.

2024 Projects

Projects planned for street and water main construction:

1.     Stewart Street from Shiawassee St (M-52) to Washington St:  Work scope includes pavement reconstruction with curb and gutter replacement, storm sewer replacement, ADA sidewalk ramps, select sidewalk replacement, and permanent pavement markings and signing; water main replacement.  Project is a MDOT Small Urban Program project.  Design work is underway by city staff.

Safe Routes to School Project (2024)

Work scope includes constructing ADA compliant sidewalk ramps at various locations within the city along with constructing new sidewalks primarily in the Middle School area.  Design work is underway by city staff.

Future Projects

Projects planned for street construction:

1.     Jerome Street from Hickory to Oakwood: Work scope includes crush and shape with asphalt pavement construction along with minor drainage upgrades.  Project is on hold until funding is available.
